Here's how Nunavut can unlock plug-in solar, every pathway below names a specific actor with the authority to act and the legal basis they would use.

Mechanism: Ministerial directive via cabinet (consensus government) to QEC

Direct QEC to create a plug-in generation category for certified systems under 1200W, exempt from utility application, on-site use, anti-islanding required. Especially valuable for summer diesel offset in each of the 25 isolated grids.

Legal basis: QEC is a Government of Nunavut Crown corporation. The Minister responsible has authority to direct tariff and interconnection policy. In consensus government, cabinet proposals move through the Legislative Assembly’s standing committees.
